  {"id":1110,"date":"2016-01-27T13:18:21","date_gmt":"2016-01-27T13:18:21","guid":{"rendered":"http:\/\/jgu.edu.in\/blog\/?p=1110"},"modified":"2019-11-07T09:12:24","modified_gmt":"2019-11-07T09:12:24","slug":"jindal-school-of-government-and-public-policy-jsgp-sonipat-india-and-unicef-bhutan-join-hands-for-a-strategic-initiative-for-capacity-development-of-elected-representatives-policy-makers-of-roya-2","status":"publish","type":"post","link":"https:\/\/jgu.edu.in\/blog\/2016\/01\/27\/jindal-school-of-government-and-public-policy-jsgp-sonipat-india-and-unicef-bhutan-join-hands-for-a-strategic-initiative-for-capacity-development-of-elected-representatives-policy-makers-of-roya-2\/","title":{"rendered":"JSGP and UNICEF-Bhutan Join Hands for a Strategic Initiative for Capacity Development of Elected Representatives &#038; Policy Makers of Royal Government of Bhutan"},"content":{"rendered":"\n<p><strong>Sonipat, Haryana, January 27, 2016:\u00a0<\/strong> The United Nations International Children\u2019s Fund (UNICEF), Bhutan has inked a Memorandum of Understanding with the Jindal School of Government and Public Policy (JSGP), Sonipat for \u201cTechnical Support for Institutionalization of Programme on Social Policy\u201d.<\/p>\n\n\n\n<p>UNICEF-Bhutan has identified \u201cCapacity Enhancement\u201d as a key\nstrategy to influence and leverage government resources and align government\npolicies and orient stakeholders in the nation towards its core priorities \u2013 of\nSocial Policy, Governance and Programme Evaluation.&nbsp; The main objective of the programme is to\nprepare parliamentarians, civil servants and professionals in policy leadership\nalong with practical skills and rigorous analysis in designing and implementing\nof social policies through evidence building.<\/p>\n\n\n\n<p>JSGP in an institutional alliance with Sherubtse College,\nRoyal University of Bhutan (RUB) is executing this programme over two weeks (21\nJanuary &#8211; 6 February 2016) in Kanglung, a province in Eastern Bhutan, on (i) Policy\nAnalysis, (ii) Governance and Public Service Delivery and (iii) Leadership and\nManagement of Social Policy.<\/p>\n\n\n\n<p>This landmark event was inaugurated on 21st January 2016 by\nTrashigang Dzongda Dasho Lungten Dorji followed by a traditional Bhutanese Marchang\nceremony.<\/p>\n\n\n\n<p>Ms Shaheen Nilofer, Resident Representative &#8211; UNICEF Bhutan\nreiterated that the partnership between UNICEF-JSGP to deliver the certificate\nprogramme on social policy aims at transformative leadership at all levels to\ndesign and implement effective and evidence-based policy making for positive\nchange.&nbsp; She pointed out that because\nBhutan is in the transition to Middle-Income Country in few years to come and\nwith a strong commitment towards Sustainable Development Goals (SDGs) this\nprogramme becomes even more important to ensure specific focus on equity and\nefficient service delivery for children, women and vulnerable population\ngroups. The UNICEF Representative welcomed this unique cross-country\ncollaboration between UNICEF-JSGP as an innovative modality to tap into the\nglobal knowledge and expertise of 91Ì½»¨ to collaborate\nwith Sherubtse College to mutually generate transformative ideas and action\nplans to promote evidence and result based policy making and implementation.<\/p>\n\n\n\n<p>Dasho Nidup Dorji, the Vice-Chancellor of the Royal\nUniversity of Bhutan expressed enthusiasm over the unique tripartite\naffiliation between UNICEF-JSGP-RUB in transforming the public sector\nmanagement through capacity building and indicated positivity in futuristic\ndevelopments that this development could unfold to promote regional\nco-operation in knowledge exchange.<\/p>\n\n\n\n<p>Prof Sudarshan Ramaswamy, Dean-JSGP, observed that this\ncollaborative venture holds the promise of generating fresh approaches to\npolicy-making that are grounded in the philosophies, cultures, and\ncivilizational values of the South as distinct from those that emanate from the\nNorth.&nbsp; The Gross National Happiness\nvision of Bhutan is an idea whose time has come because of the 21st century\nimperatives of environmental sustainability, equity and justice. <\/p>\n\n\n\n<p>Prof Anuradha Palanichamy, Assistant Dean (International\nCollaborations), and Programme Coordinator for the UNICEF-Bhutan initiative,\nsaid that JSGP through this pilot programme seeks to engage continuously with\nelected representatives and policy makers of Bhutan to enhance their capacity\nto appraise policies, strengthen programme implementation and leadership\ndevelopment internationally in support of UNICEF\u2019s regional strategy on \u201cSocial\nPolicy Transformation\u201d and accelerate Bhutan\u2019s commitment and achievements\ntowards global development commitment including the SDGs.<\/p>\n\n\n\n<p>This 15-day intensive executive programme is structured to\ndeliver both classrooms as well as practical learning through webinars,\ndiscussion on real case scenarios and thematic debates, using executive\neducation structure and methods with guest lectures from renowned national\npractitioners including the Prime Minister\u2019s Office-Bhutan, and several\ninternational experts.
