The manuscript has been published by\nUniversal Law Publishing\/LexisNexis Imprint. The co-authors of the book are\nfaculty members of JGU: Prof Yugank Goyal, Prof. Anamika Srivastava, Ms. Kavana\nRamaswamy and Prof. Ramanujam.<\/p>\n\n\n\n<p>The\nbook examines the role and functions of the President of India as the Visitor\nto 114 higher education institutions in the country, and simultaneously\nhighlights the imperative need for raising academic standards while promoting\ninternational benchmarks in quality, excellence and institutional\ngovernance.&nbsp;<\/p>\n\n\n\n<p>It\nparticularly provides a glimpse of the contribution of President Mukherjee for\nhis farsighted leadership and initiative in recognizing that the future of\nIndia is significantly dependent upon our ability to empower the higher\neducation institutions, which will help India establish a knowledge based\nsociety.<\/p>\n\n\n\n<p>The\npre-launch first copy of the book was presented to the Honourable President of\nIndia, Shri Pranab Mukherjee by JGU Founding Chancellor Naveen Jindal and\nFounding Vice Chancellor, Professor (Dr.) C. Raj Kumar at Rashtrapati Bhavan.\nSpeaking on the occasion, The President congratulated the authors of the book\nand the 91Ì½»¨ as well as the International Institute\nfor Higher Education Research &amp; Capacity Building for bringing out the book\nand also underlined the need to focus on improving the quality of teaching,\nfaculty and research in our Universities.&nbsp;<\/p>\n\n\n\n<p>Amongst\nthe Guests of Honour at the book launch were Prof. (Dr.) Virander S. Chauhan,\nChairman National Assessment and Accreditation Council (NAAC) and Mr. Phil\nBaty, Editor at Large, Times Higher Education Magazine and Editor of the Times\nHigher Education World University Rankings and Mr. Trevor Barratt, Managing\nDirector TES Global Limited.<\/p>\n\n\n\n<p>Prof.\nChauhan while speaking on higher education in India and the significance of the\nbook said, \u201cThere is a huge debate each time we speak of the quality of higher\neducation in the country. The pyramid of education in India is really a flat\npyramid. The book states this and I completely agree with it.\u201d Elucidating the\ncurrent President\u2019s role in the governance of higher education institutions in\nthe country he said, \u201cThe President of the country is deeply focused on the\nquality of higher education in the country and the rankings of higher education\ninstitutions in the country.\u201d<\/p>\n\n\n\n<p>Mr. Phil Baty applauded the existence of IIHEd and said, \u201cI\nthink higher education is one of the most neglected areas for research and it\nis encouraging that Prof. Raj Kumar and his team of faculty members have\nresearched their own sector.\u201d<\/p>\n\n\n\n<p>Mr. Trevor Barratt, Managing Director TES Global Limited,\nLondon while appreciating the original work of the authors said, \u201cThis book addresses some of the most fundamental challenges of governance\nthat higher education institutions in India are facing\u201d.<\/p>\n\n\n\n<p>Introducing the book, the lead author of the book, Professor\n(Dr.) C. Raj Kumar observed \u201cthe book is the first of its kind\nto systematically examine the role and functions of the President of India,\nwhile acting as the Visitor to the higher education institutions.\nIt&nbsp;critically analyses the legal,&nbsp;constitutional, and\ninstitutional&nbsp;frameworks while evaluating the contribution of the\nPresident of India&nbsp;in his capacity as the Visitor.\u201d&nbsp;<\/p>\n\n\n\n<p>Professor Kumar discussed the different aspects of the research and\nthe findings in the book and said <em>\u201c<\/em>the\nbook seeks to&nbsp;bring issues&nbsp;relating&nbsp;to institutional&nbsp;governance\nwithin the larger framework of transparency and accountability of higher\neducation institutions. While the book examines\nthe&nbsp;specific&nbsp;contributions and policy level&nbsp;initiatives taken by\nthe President of India while&nbsp;acting as the Visitor to the higher education\ninstitutions, it underscores the general&nbsp;significance of the Presidential\nengagement within the larger context of promoting excellence in institutions.&nbsp;The\nbook examines this role by&nbsp;bringing comparative and international\nperspectives on&nbsp;the&nbsp;growth and&nbsp;evolution of the role of the\nVisitor in higher&nbsp;education institutions and how this role has shaped the\ngovernance.\u201d<\/p>\n\n\n\n<p>Amongst other eminent attendees at the Book launch were, Dr.\nH.R. Bhardwaj, Chairman-ICADR, Former Governor of Karnataka and Union Minister\nfor Law and Justice, Mr. Shivraj Patil, Ex. Home Minister and Governor of\nPunjab; Hon\u2019ble Ms. Justice Gita\nMittal, Vice Chancellors, eminent Judges and Lawyers.<\/p>\n\n\n\n<p>The\nlaunch of the book was followed by a panel discussion on \u201cGovernance of Higher\nEducation Institutions in India\u201d. The session was chaired by Prof. Shiv\nVisvanathan, Vice Dean Jindal School of Government and Public Policy. The panel\nhad some of the leading educationists of the country including Dr. Kavita\nSharma, President South Asian University, Dr. Nikhil Sinha, Vice Chancellor,\nShiv Nadar University, Dr. Gopa Sabharwal , Vice Chancellor, Nalanda University\nand Dr. Rajesh Tandon, Co-Chair, UNESCO and President, PRIA.<\/p>\n\n\n\n<p><strong>The\nmanuscript has received some rave reviews from the academic community<\/strong><\/p>\n\n\n\n<p>\u201cPresident Pranab Mukherjee has distinguished himself as the\nEducation President. He has taken his role as Chancellor or Visitor of the\ncountry&#8217;s Central Universities very seriously, convening gatherings of\nVice-Chancellors and immersing himself in the details of educational practice,\nquality and learning outcomes. This is a valuable study of the role and\npotential of Presidential governance in education &#8212; a path-breaking\neffort.\u201d&nbsp;<strong>Dr. Shashi Tharoor, Member of Parliament for\nThiruvananthapuram &#8211; Lok Sabha Chairman of the Parliamentary Standing Committee\non External Affairs<\/strong><\/p>\n\n\n\n<p>\u201cThis is the first research\npublication of the IIHEd, and it tackles the big questions. They display most cogently the important role that the\nPresident of India plays and can continue to play in fostering academic\nindependence.
