Devaiah, Prof. (Dr.) Indranath Gupta. <\/p>\n\n\n\n<p>The book was launched on the sidelines of the 3rd International\nConference on \u2018Innovation for Shared Prosperity: Deliberations on Standard\nSetting and Patent Licensing\u2019 organised by 91探花 from\n3rd \u2013 5th November, 2017 at Hotel Taj Mahal in Delhi. The Conference\ndeliberated on contemporary legal, business and policy issues faced by\nstakeholders with respect to technical standard setting and licensing of\npatents in communications technology. <\/p>\n\n\n\n<p>This book talks about how the regulatory agencies and\ncourts in the United States, European Union and India are dealing with the\nrising allegations of anti-competitive behaviour by standard essential patent\n(SEP) holders. It also discusses the role of standards setting organizations \/\nstandards developing organizations (SSO\/SDO) and the various players involved\nin implementing the standards that influence practices and internal dynamics in\nthe ICT sector. This book includes discussions on fair, reasonable and\nnon-discriminatory (FRAND) licensing terms and the complexities that arise when\nboth licensors and licensees of SEPs differ on what they mean by \u201cfair\u201d,\n\u201creasonable\u201d and \u201cnon-discriminatory\u201d terms. It also addresses topics such as\nthe appropriate royalty base, calculation of FRAND rates and concerns related\nto FRAND commitments and the role of Federal Trade Commission (FTC) in\ncollaborative standard setting process.<\/p>\n\n\n\n<p>In his welcome address <strong>Prof. (Dr.)\nC. Raj Kumar, Founding Vice Chancellor, 91探花<\/strong> said,\n\u201cOn behalf of 91探花, it is my privilege to welcome you\nall for the pre-conference panel discussion and book launch. O.P. Jindal Global\nUniversity is deeply committed to advancing the cause of knowledge and also in\nthe dissemination of knowledge through our various initiatives. Jindal\nInitiative on Research in IP and Competition (JIRICO), which has organised the\nevent and is responsible for the launch of the book, is one such initiative by\nthe University. Conferences like these are an opportunity for us to engage and\nhave an informed discussion about the critical issues that are facing the world\nat large.\u201d<\/p>\n\n\n\n<p>In his special address <strong>Mr. Ansuman\nPattnaik, Additional Director General, Competition Commission of India<\/strong>\nsaid, \u201cI am delighted and honoured to be a part of the book release which\nrevolves around the ICT sector. From the regulators point of view, the content\nof the book is extremely relevant for the functioning of a healthy competition\nregime in India. In line with the theme of the book, there are two issues that\nstrike me as extremely relevant \u2013 1) Conflict between IPR regime and\ncompetition laws; 2) Big data and established policies around it. There are\nunsettled issues around competition, privacy and exclusivity and I hope the\nbook will address these issues.\u201d&nbsp;&nbsp; <\/p>\n\n\n\n<p>In his presidential address <strong>Mr.\nDhanendra Kumar Chairman, Competition Advisory Services (India) LLP, Former\nChairman, Competition Commission of India, Former Executive Director, World\nBank<\/strong> said, \u201cIt is my pleasure to be a part of the book release titled\n\u2018COMPLICATIONS AND QUANDARIES IN THE ICT SECTOR\u2019 &#8211; Standard Essential Patents\nand Competition Issues\u2019. The release of the book is extremely timely and\nrelevant in the current context. And this is more so with the recent release of\nthe report by the World Bank on the Ease of Doing Business which has put\nIndia\u2019s ranking up from 130 to 100. In the current scenario, what our country\nneeds is not just capital, but also technology and a focus on innovation. In\nterms of competition and innovation, it is extremely important that we achieve\nsome sort of balance in the architecture which is evolving and the\njurisprudence which is still in the process of evolution. The publication of\nthe book is timely and will help in clarifying many concepts.\u201d <\/p>\n\n\n\n<p>Talking about the book,<strong> Dr.\nIndranath Gupta, Associate Professor and Assistant Director, Centre for Post\nGraduate Legal Studies and Assistant Director, Centre for Intellectual Property\nand Technology Law, Jindal Global Law School said, <\/strong>\u201cWe are thankful to all\nthose associated with the book and to our publisher, Springer.
