The paper constitutes a significant policy contribution from the Centre, situating India&#8217;s Right to Information architecture within the emerging governance challenges posed by AI-enabled public decision-making. The paper argues that the RTI Act, 2005, in its current form, operates as a reactive, demand-driven regime: the right to information is individualised, record-centric, and enforced only through adjudication triggered by a citizen&#8217;s request.
