Biography

Dr. Pooja Arora researches the political economy of technology, artificial intelligence governance, international security, and science diplomacy. Her work examines how technological change reshapes power, strategic competition, and international cooperation, with particular attention to autonomous weapons, algorithmic warfare, and the position of the Global South in emerging systems of technology governance.

She holds a PhD in Diplomacy and Disarmament from Jawaharlal Nehru University and an MSc in International Political Economy from the London School of Economics and Political Science. Her doctoral research examined the evolution of India’s diplomatic strategy towards foreign investment between 2004 and 2020. She also holds an MA in Political Science from Indira Gandhi National Open University and a BA (Honours) in Political Science from the University of Delhi.

Her current research explores the implications of military AI for strategic stability, international oversight of autonomous weapons, inequalities in access to AI computing resources, and the relationship between science diplomacy and foreign policy outcomes. She is writing a book on AI, Global Security and World Order, under contract with Routledge, with Prof Alistair D. Edgar, and co-editing a special issue on artificial intelligence and global governance for Global Governance: A Review of Multilateralism and International Organizations (Brill). She served as a co-principal investigator on an International Studies Association Research Workshop Grant examining the institutional, normative, ethical, and political implications of AI for global governance.

At JSIA, her teaching spans foreign policy analysis, international political economy (politics of money), innovation, and emerging technologies. Her courses include Markets, Models, and Militaries: Artificial Intelligence and Emerging Technologies in the 21st Century, Politics of Money in the World Economy, and India Innovates. She previously held teaching assistantships at the University of Melbourne and the Indian School of Public Policy and worked as a consultant with the Digital Transformations Lab at the German Institute for Global and Area Studies.

Dr. Arora serves as Program Chair of the International Studies Association’s Theory Section and Executive Secretary of the Indian Association of International Studies. She is currently serving as Chair of the Best Book award committee for the Theory Section of the International Studies Association. She is the co-founder of Pax Indica, an independent research initiative on technology policy, and founder and host of Rational Pulse, a podcast featuring conversations with scholars and policy practitioners on AI, political economy, and strategic stability. Her public commentary has appeared in The Indian Express, The Financial Express, and The Sunday Guardian.

A recipient of the University Grants Commission’s Junior Research Fellowship and a winner of the Government of India’s Toycathon 2021, she also develops educational games and simulations that bring political institutions, economic exchange, and international strategy into the classroom.
